An increasing block tariff water pricing scheme or (IBT) which charges domestic users based on a sliding scale proportionate to their water usage will create pressure on high impact domestic water consumers causing them to reanalyze water use and move towards more efficient use technologies consequently reducing or stalling growth of total domestic water consumption. 

 

 

 

The figure above depicts a schematic of the increasing block tariff water pricing scheme. In order to ensure that poverty-stricken homes who may be sheltering many people at one time are not placed in the upper tier of water consumption, the consumption will be based per capita by dividing the household's or apartment's consumption by the known number of residents, including children. This tiered structure will curb demand and revenue from this raised water price will be directed towards the $62 billion SNDP and, if adopted, new wastewater treatment plants for the increasing population, and therefore wastewater, of Beijing.
