VIII. Treaty Framework Directive

 

The main problem in the Danube River Basin is eutrophication due to excess nutrient runoff.  Our proposed solution is formatted around a series of treaties that must establish a cooperative framework, develop educational programs, create incentive structures, and set limitations on excess nutrient pollution.  The treaties will consist of several sections directed toward the overall goal of improving the water quality in the Danube River Basin.  

 

We are proposing a multi-stage process where treaties are necessary in order to authorize the processes.  The first treaty will identify a process for a committed approach from the 18 involved countries.  Once this initial treaty has been passed, each of the countries will begin to research and make changes moving toward the solution.  When the majority of the countries are comfortable with the proposed solutions and tasks at hand, another piece of legislation will be passed on executing and implementing policy.
